What Is DPW Advertising?

The Department of Public Works (DPW) Advertising Program offers businesses, organizations, and government agencies the opportunity to advertise across approved public infrastructure throughout the U.S. Virgin Islands.
DPW advertising opportunities include:
VITRAN Medium Duty Bus
Interior and exterior advertising on public transit buses operating across St. Thomas, St. John, and St. Croix.
Ferry Advertising
Digital advertising displayed onboard the Spirit of 1733ferry, utilizing onboard digital monitors with static images or video content.
Roadside Advertising
Static roadside signage placed at DPW-approved locations across St. Thomas, St. John, and St. Croix.
All advertising placements are subject to DPW review, approval, and permitting requirements to ensure compliance with departmental standards and policies.

How to Advertise with DPW

To begin advertising with the Department of Public Works, follow the steps below:
  1. Select an Advertising Option
    Once on the page, click the link for the advertising option you are interested in (roadside, transit, or ferry advertising).
  2. Submit an application
    Complete and submit the application for the specific advertising device you wish to use, along with all required materials.
  3. Approval Process
    All advertising content must meet DPW guidelines and will undergo an internal review and approval process prior to installation or display.
  4. Approval Notification & Next Steps
    Once approved, you will receive an email notification confirming approval and outlining the next steps, including payment, production coordination, and scheduling.
Advertising will not be installed or displayed until all approvals have been granted and required steps are completed.
Roadside

Roadside Advertising

  1. DPW Roadside Advertising provides approved opportunities for businesses, organizations, and government agencies to display static signage at designated roadside locations throughout the U.S. Virgin Islands, including St. Thomas, St. John, and St. Croix.

    All roadside advertising locations are owned or managed by the Department of Public Works and are subject to DPW policies, permitting requirements, and availability.

How Roadside Advertising Works
  1. Select Roadside Advertising
    Visit departmentofdpw.gov/advertising and select Roadside Advertising from the available options.
  2. Submit an Application
    Complete and submit the roadside advertising application, including proposed artwork and requested placement details.
  3. Design Review & Approval
    All signage designs are reviewed to ensure compliance with DPW guidelines, safety standards, and territorial regulations.
  4. Approval & Payment Notification
    Once a roadside advertising permit is approved, applicants will receive an email notification with payment instructions.

Roadside signage must not be installed until the permit has been approved and full payment has been received.

  1. Installation & Display Period
    Installation will only be scheduled after approval and payment are confirmed. Signage is installed at DPW-approved locations for the approved advertising period.
Advertising Duration

Roadside advertising is available under the following terms:

  • Short-Term Roadside Advertising:
    Display periods ranging from 0–6 months, based on availability and permit approval.
  • Long-Term Roadside Advertising:
    Annual advertising permits, subject to renewal and continued compliance with DPW guidelines.
Design & Content Guidelines
  • All advertising content must meet DPW design and safety standards.
  • Signage must not obstruct traffic visibility or interfere with roadway operations.
  • DPW reserves the right to reject or require revisions to any advertising content that does not meet program guidelines.

Purpose of Non-Compliance Stickers

Non-compliance stickers are used by the Department of Public Works to identify roadside signage that does not meet DPW advertising requirements or has been installed without proper authorization.

These stickers help maintain roadway safety, ensure fair and consistent enforcement, and support compliance with DPW advertising policies across the territory.

Program Overview

The VITRAN (Virgin Islands Transit) Advertising Program allows businesses, organizations, and government agencies to advertise on approved public transportation assets across the U.S. Virgin Islands, including public transit buses and the Spirit of 1733 ferry.

All advertising is reviewed, approved, and permitted by the Department of Public Works (DPW) to ensure compliance with departmental standards, safety requirements, and content guidelines.

Advertising will not be displayed or installed until all approvals and payments are completed.

Renewals

Advertising placements may be renewed or extended subject to availability and DPW approval. Renewal requests should be submitted prior to the end of the current advertising period to ensure continuity.
