Our Divisions

The Virgin Islands Department of Public Works is mandated to plan, construct and maintain the territory’s public roads, highways, storm drainage systems, public transportation systems, public parking facilities, public buildings and public cemeteries. Additionally, we act as the Government of the Virgin Islands’ engineers, providing engineering and project management expertise wherever and whenever it is required. Our goal is to ensure that these mandates are executed in an expeditious and thoughtful manner with the intention of performing our duties safely, responsibly and professionally.

ADMINISTRATION

The Division of Administration evaluates the propriety of transactions, certifies that mandated services are cost-effective, monitors local and federal funding sources, manages personnel and labor relations, maintains the communication network and validates compliance with federal and local statutes.

TRANSPORTATION

The mission of the Division of Public Transportation is to promote public transit as a viable transportation option in the territory. The Division of Transportation was created to maintain and improve public transportation services in the U. S. Virgin Islands. The division has responsibility for transportation planning, highway research, planning oversight of the Virgin Islands Public Transit System (VITRAN), public parking Lots, and all traffic control devices to include pavement markings, traffic signs and the traffic signal control systems. The Office of Public Transportation, a component of the Division, has been designated as the grant recipient for the Federal Transit Administration (FTA) Urbanized Area Formula (UAF) Grant Program administered by the Federal Transit Administration. The State Planning and Research unit, which is also a component of the Division, is responsible for managing designated projects funded by the Federal Highway Administration.

OPERATIONS

The Division of Operations provides timely and efficient response for infrastructure maintenance to include: public road repair and periodic cleaning of swales and guts.

CAPITAL IMPROVEMENT PROJECTS

The Capital Improvement Program office leads and regulates territorial coordination, management and delivery of all government capital improvement projects exceeding $100,000. This program provides critical administrative and professional engineering support services as it relates to the planning, construction, renovations and development of all government facilities for the Executive Branch.

LOCAL ENGINEERING

The Division of Engineering provides architectural, engineering, design and inspection services throughout the territory for the Department of Public Works and other government agencies. The division is responsible for project management including requests for proposals, design review, project inspections and contract administration, as well as approval of requests for payments to contractors of inspected projects. The division also reviews plans and specifications prepared by independent firms for government projects and manages all hazard mitigation and flood control projects.

OFFICE OF HIGHWAY ENGINEERING

The Office of Highway Engineering is responsible for the design and construction management of all federally funded projects, and the administration of the Federal Aid Highway Program for the territory of the United States Virgin Islands.

STRATEGIC DEVELOPMENT OFFICE

The Strategic Development Office’s mission is to plan, promote and implement changes that will positively impact the quality of life for Virgin Islanders and visitors alike. The SDO team is designed to lead our future planning initiatives with the leaders of each division. As a team of progressive individuals, they challenge each division leader to rethink the way they look at their divisional functions and how we can improve on our processes to better serve the public. The SDO team continuously works to inform our public of all things DPW and develop strategies aimed at building community pride. The office is responsible for the department’s communication outputs, project administration, and special projects.
