The United States Virgin Islands (USVI) Department of Public Works (DPW) is leading the development of the Comprehensive Master Transportation Plan (CMTP). The CMTP provides the Territory with a strategic direction and a framework through 2050 that to improve transportation infrastructure and create a more cohesive multimodal transportation network. The CMTP is based on current and future transportation trends and needs within and between the islands in the Territory, across all transportation modes.

Plan Development
The Comprehensive Transportation Plan is a long range plan for the Territory based on established vision and goals. The plan is updated periodically to keep current with the transportation needs in the Territory.
The plan is anticipated to be updated by Summer of 2026 to include short and long-range projects with various priority levels, types of projects and potential funding sources through the year 2050.
In addition to existing data, the plan takes into consideration the previous 2040 Plan developed in 2016 as well as other agency plans. Click here to view the 2040 plan.
Plan Implementation
USVI DPW is responsible for advancing the plan’s goals and objectives. As such, DPW establishes a short-term action plan through the Territorial Transportation Improvement Plan (TTIP) to plan and track implementation of projects identified in the CTMP.
Public and stakeholder outreach plays a key role in the plans’ implementation. DPW works with key stakeholders, including other USVI agencies, transportation groups and organizations and the community at large to obtain feedback on the implementation process and identify key projects needed to improve, maintain, and further develop territory’s transportation network through the year 2050.

The transportation network describes every component of how people get around the territory. This includes roadways, sidewalks, paths/trails, airport travel, ferry/boat travel etc. The plan will address and explore all modes of transportation, fleet/vehicles within the network (boats, ferries, taxis, public transit, bikes etc.) and users. Users include USVI residents, tourists, and temporary workers such as those engaged in construction or freight shipping.
A Comprehensive Master Plan is crucial for funding, decision-making, coordination, and transparency.
- Funding – A Comprehensive Plan establishes a vision for potential programs that can be tapped into for potential funding from various grantors including Federal Hoghway Administration (FHWA) and FederalTransit Administration (FTA).
- Decision-Making – A Comprehensive Plan helps agencies prioritize transportation investments across all travel modes and facilities, ensuring efficient use of resources.
- Coordination – A Comprehensive Plan is based on multiple modes of transportation and a such requires coordination with all of the agencies and systems that interact with the network. The plan encourages a common foundational level of understanding and vision of the future transportation network.
- Transparency – Having a plan ensures that the community and stakeholders understand development goals and plans, project priority and funding options, and future planned improvements.
DPW oversees the development of the plan with the support of and in coordination with an Executive Committee, a Technical Advisory Committee, and Community Advisory Committee.
- Executive Committee oversees the development of the plan and consists of senior managers from various agencies including Virgin Island Port Authority (VIPA), Virgin Island Transit (VITRAN), Department of Planning and Natural Resources (DPNR).
- Technical Advisory Committee members provide input on the technical aspects of the plan and consists of staff from the agencies represented in the Executive Committee expanded to include other agencies such as Taxi Commission, Department of Tourism, Office of Disaster Recovery among others.
- Community Advisory Committee consists of members of the community at large and representative of community groups such as American Association of Retired People (AARP), Rotary Clubs, Disability Rights Center of the USVI. Their role is to share project and meeting information an provide feedback in line with the groups and communities they represent.

Joseph Sibilly Circle
ISLAND: St. Thomas
CONTRACTOR: Grace Civil, LLC
KEY FACTS: DPW contractor – Grace Civil, LLC --- will begin roadway repairs and paving on Joseph Sibilly Circle in St. Thomas starting tomorrow, Tuesday, May 12, 2026, from 7:00 a.m. to 5:00 p.m. This project is expected to be completed by Friday, May 15, 2026.
Dalmida Road (Hospital Ground)
ISLAND: St. Thomas
CONTRACTOR: Grace Civil, LLC
KEY FACTS: Starting Wednesday, May 13, through Wednesday, May 20, 2026, from 7:00 a.m. to 4:00 p.m., DPW contractor – Grace Civil, LLC – will commence necessary paving repairs along a segment of Dalmida Road in Hospital Ground, near the Bethel Baptist Day School. All vehicles must be removed from the work area to avoid towing.
Maude Proudfoot Drive (Mafolie)

The Virgin Islands Department of Public Works (DPW) advises the public of a temporary road closure along Melvin Evans Highway in St. Croix, from the Industrial Park Intersection to the Diageo Intersection, due to asphalt rehabilitation work at the East Airport Intersection.
DPW contractor -- Marco St. Croix, Inc. -- has completed paving the westbound lanes and will continue work this week on the eastbound lanes. Paving is scheduled to be completed before the end of the week.
Eastbound traffic will be diverted at the Industrial Park Intersection via Route 669 to Route 70.
Motorists are strongly encouraged to avoid the area and follow posted detour signage. Please refer to the provided map for guidance on alternate routes.

The Department of Public Works (DPW) is informing the community of traffic signal outages at the following locations in St. Thomas, USVI:
- The intersection of Veterans Drive and Horace Callwood Drive near the Windward Passage Hotel.
- The intersection of Alton Adams Drive and William G. Lewis Lane adjacent to Charlotte Amalie High School.

U.S. Virgin Islands – May 5, 2026 – The Virgin Islands Department of Public Works (DPW) today announced the completion of several key infrastructure projects, along with continued progress on roadway improvements territory-wide. These efforts reflect ongoing investments in the territory’s transportation network through a combination of local and federal funding sources.
“These are not just projects—we are delivering long-overdue infrastructure improvements that our communities have been waiting on for years,” said Albert Bryan Jr. “We have secured the funding, we have worked through the challenges, and now we are executing. Every road we pave and every repair we complete, is about improving daily life for our residents and ensuring our infrastructure keeps pace with the needs of this territory. We are moving forward, and we are not slowing down.”
St. Thomas / St. John District
On St. Thomas, DPW contractors recently completed roadway rehabilitation along Irvin “Brownie” Brown Drive in Savan, as well as critical segments of Estate Bolongo and Valdemar A. Hill Sr. Drive (Skyline). These roadways serve as essential connectors for residents, businesses, and emergency services, and their improvement enhances safety, drivability, and overall accessibility.
DPW contractors recently commenced paving operations along segments of Frydendahl Drive near Coki Point, continuing the Department’s phased roadway improvement efforts in high-traffic corridors.
Looking ahead, paving is scheduled to begin in several areas of Bovoni, including segments of Benburin “Benny” Stephens Drive, Bovoni Hill, and Nadir Terrace (Lima Road). These long-awaited repairs are scheduled to begin on Wednesday, April 6, 2026, and continue through Friday, April 13, 2026, between the hours of 7:00 a.m. and 5:00 p.m. The work will deliver meaningful improvements to a community that has experienced significant roadway challenges and remains a priority for the Department.
“Recognizing this is a high-traffic area, we are asking motorists and pedestrians to exercise caution when traveling through the area,” said DPW Commissioner Derek Gabriel. “Residents should also expect temporary impacts to on-street parking and property access during construction.”
On St. John, DPW contractors completed repairs to the Wharf Bypass and segments of Fish Fry Drive in April, improving access and traffic flow in a key area for both residents and visitors. The Department is also finalizing additional paving task orders for other segments of Cruz Bay and Coral Bay, with work scheduled for completion this summer.
St. Croix District
Today, in the St. Croix District, DPW contractors completed temporary repairs to the Spring Gut bridge, maintaining safe and continued access ahead of a planned permanent replacement later this year as part of Phase 1 of the Spring Gut Improvements, funded through GARVEE Bonds. The Department also recently completed repairs along Midland Road and in the Estate Diamond Ruby community.
Additionally, contractors will begin asphalt rehabilitation work at the East Airport Intersection along Melvin Evans Highway (Route 66) from Thursday, May 7, through Saturday, May 9, 2026, between 9 a.m. and 4 p.m. daily.
During this period, the intersection will be closed to all traffic, with detours in place at the Industrial Park and Diageo intersections. The project scope includes shoulder grading to improve drainage, milling of the existing deteriorated asphalt surface, full roadway resurfacing, and restriping of the intersection.
Motorists are strongly encouraged to avoid the area during work hours and utilize alternate routes. The Department advises the traveling public to access Route 70 (Queen Mary Highway) to bypass the East Airport Intersection:
• Westbound traffic will be detoured at the Diageo Intersection via Route 663 to access Route 70.
• Eastbound traffic will be detoured at the Industrial Park Intersection via Route 669 to access Route 70.
• Airport access should be made via West Airport Road (Route 64) through the West Airport Intersection on Melvin Evans Highway.
